HSF Interview with Kati ter Horst: ‘In Europe, it is critical to safeguard our own sustainable industries’
As HSF 2025 partner, how does Outokumpu view the concept of “The Hour of Europe” in terms of industrial self-sufficiency, and European strategic autonomy?
For us at Outokumpu, the Hour of Europe is about ensuring resilience and competitiveness in a rapidly changing world. For us, this means strengthening European industries and securing access to critical raw materials and clean, affordable energy.
As the leader in sustainable stainless steel and as the operator of the only chromium mine in the EU, we play a vital role in reducing Europe’s dependency on imports and supporting strategic autonomy in key value chains. Stainless steel is needed to build low-carbon solutions for durable societies – from renewable energy to hydrogen storing solutions.
Given the increasingly tense global trade environment, what role do companies like Outokumpu play in safeguarding Europe’s economic security architecture?
As one of Finland’s largest industrial companies, Outokumpu plays a key role in ensuring national security and crisis preparedness. We provide essential materials for critical infrastructure, energy systems, and also to some defence applications. By producing stainless steel with up to 75% lower carbon footprint compared to the industry average and sourcing raw materials within Europe, we help ensure secure, sustainable supply chains that are less vulnerable to geopolitical turbulence. Our main raw material is recycled steel scrap, and we source majority of the steel scrap from Europe.
With growing attention to critical infrastructure and secure supply chains, how does Outokumpu navigate risks in a geopolitically fragmented world?
We mitigate risks through vertical integration, local sourcing, and long-term investments. Our Kemi mine secures ore availability until 2050, and we are making it the world’s first carbon-neutral mine by the end of 2025. Combined with our Tornio mill and Nordic clean energy, this creates a highly resilient and low-emission value chain within Europe, reducing exposure to external disruptions.
How does the current geopolitical and economic situation influence the role and responsibilities of globally operating industries like Outokumpu, especially those committed to sustainable production and long-term growth?
The shift from a unipolar to a multipolar world increases the need to focus on our strengths: stability and sustainability. For Outokumpu, this means focusing further on smart decarbonisation and innovations that support growth. In Europe, it is critical to safeguard our own, already very sustainable industries. We see sustainability not as a cost, but as a long-term investment that strengthens resilience and supports Europe’s strategic goals.
What should policymakers understand about the role of industry – and particularly the steel sector – in ensuring European security and defence?
Steel plays a foundational role in supporting Europe’s security and defence capabilities. From energy systems to transportation and defence equipment, stainless steel is indispensable. Policymakers should recognise that a strong, low-emission European steel industry is critical for strategic autonomy. This requires creating a level playing field, stable access to clean energy, and incentivising green investments.
What do you hope Helsinki Security Forum 2025 will achieve, particularly in strengthening the dialogue between industry, security policy, and Europe’s strategic direction?
We hope HSF 2025 fosters a deeper understanding of how industrial resilience and sustainability strengthen Europe’s security. Nurturing the dialogue between policymakers, industries, and security experts is essential to align strategies, accelerate green investments, and ensure Europe remains competitive and secure in a fragmented world.
